Is it still possible to reuse the previous year's potting soil for planting this year's flowers? What is the best advice?

It is not advisable to reuse last year's potting soil because the plant which were grown in them has used up all the nutrients in it. You can add fertilizer though. You can reuse this, only if you are sure that the former plant had no disease problems. Otherwise, it might affect the new plant.
